CRIME Crime is still an urgent issue facing our city. Although some progress has been made, the recent upsurge in the murder rate reminds us that more must be done. There is nothing in the state budget that should take priority over crime prevention. There is also nothing we can do in the area of economic development that is more crucial than to reduce the crime rate from the current unacceptable level. I chaired the meetings of Mayor Ray Nagin’s Transition team on Public Safety, which recommended a large number of improvements in our criminal justice system in order to better prevent crime and better assist the victims of crime. Some of these improvements have been enacted, but more needs to be done. As your State Representative, I will work to: 1. Put 2000 police officers on the street. I will introduce legislation to increase the State’s supplemental pay for NOPD officers by $3600 per year, thereby making NOPD salaries competitive, which will make it easier to retain experienced officers and hire qualified new ones. I join with Mayor Nagin in making a 2000 officer strong NOPD a priority. 2. Stop Fugitive Turnstile. I will introduce legislation to require that prompt background checks on all arrested persons are performed prior to their release so that dangerous fugitives are not set free. The recent release of fugitives in New Orleans is completely unacceptable and must be stopped. 3. Put Repeat Offenders in Jail. I will introduce legislation toughening sentences of repeat offenders. The revolving door must stop. 4. Put Drug Dealers in Jail. I will work closely with District Attorney Eddie Jordan in drafting legislation to help combat drug dealers. The increase of illegal drugs on our streets has contributed heavily to the increase of overall crime. It’s big money. It’s violent. It’s a threat to our society. 5. Reform the Bail System. I will introduce legislation to reform the bail system so that Judges cannot arbitrarily reduce bail amounts, and to insure that bail is a guarantee for a court appearance, not an opportunity for corruption. 6. Provide a Second Chance. I will introduce legislation that expands programs that prepare prisoners to be productive citizens after their release. Job training, counseling and drug treatment can be highly effective in helping prisoners avoid becoming repeat offenders. 7. Reform Juvenile Justice System. I will work to implement the recommendations of the Coalition for Juvenile Justice Reform, including the prompt closure of the Tallulah Correctional Facility and the creation of the Office of Children, Youth, and Families. 8.
Strengthen Parole System. I will work to provide more parole
officers to properly supervise felons after they are released, since this group
